IHRLG Democratic Republic of Congo Program
IHRLG's capacity building program in the DRC focuses on the following areas: (i) institutional capacity building for human rights organizations; (ii) human rights advocacy training and technical assistance for NGOs, including the use of international human rights standards and mechanisms; (iii) promoting legal aid services and strategic lawyering; (iv) strengthening the role of civil society in the democratic transition process; and (v) reinforcing civil society's efforts to develop mechanisms of transitional justice for the DRC.
The DRC Program Director will manage the IHRLG's human rights and civil society capacity building programs, provide programmatic and administrative leadership to DRC field staff in Kinshasa and Bukavu, and represent IHRLG in the DRC. The Program Director will also be expected to enhance the capacity, diversity, and leadership skills of our Burundi national staff. Specifically, he/she will be expected to:
- Convey IHRLG's capacity-building model and approach to Bujumbura staff and our partners in the DRC, and translate it into an effective civil society support program;
- Work with IHRLG Africa Programs Director and Africa Programs Coordinator (DRC) in Washington to develop the program's overall structure and substantive content, including the long-term vision, and to periodically evaluate and revise the program;
- Prepare initial drafts of annual operating plans and program work plans for the DRC program, and work with the Africa Programs Director and Africa Programs Coordinator (DRC) in Washington to finalize those documents;
- Generate periodic project or activity plans;
- Work with the Africa Programs Director and Africa Programs Coordinator (DRC) to develop evaluation systems for the DRC program, and take primary responsibility for ongoing program evaluation;
- Supervise implementation of program activities, review implemented activities and propose new program orientations and strategies to the Africa Department;
- Maintain detailed knowledge and analysis of DRC's political, economic and social environment and ensure that DRC projects remain relevant to local conditions and needs;
- Recruit, supervise and evaluate national program and administrative staff, ensuring that the character, culture and personnel if the field office reflect IHRLG principles and serve as an example to Congolese civil society;
- Oversee the financial management of the field office and supervise financial reporting to the DC headquarters;
- Supervise the administration of the field office, including setting up of administrative systems, supervision of field administrative and finance staff;
- Maintain regular contact with the Africa Department in DC to discuss program-related issues; maintain formal (monthly) reporting to headquarters staff;
- Ensure the effective representation of IHRLG in DRC, including serving as principal IHRLG liaison with the diplomatic community; international/national NGOs and civil society organizations; government agencies; and IHRLG funders;
- Serve as the primary contact person with potential funding agencies in the field, and liaise with headquarters Development staff and Africa staff for identifying/cultivating funding prospects and developing grant proposals and reports;
- Interface with IHRLG offices in Burundi and other African countries to promote and strengthen the regional scope of IHRLG programs;
- Serve, where necessary, as a training and mentoring resource for the capacity building of local human rights groups.
The DRC Program Coordinator reports to and receives program-related guidance from the Africa Programs Director in DC, and receives program-related and administrative support from DC Africa staff.
Advanced university degree (preferably in law or other relevant field); excellent written and spoken French and fluency in English; and prior work experience in the Great Lakes region of Africa are required. Candidates should be experienced human rights professionals with a minimum of 5 years of experience in human rights, justice sector or development work in Africa, including three years of management experience. This position requires the ability to coordinate project implementation in a politically and culturally sensitive environment, frequent travel within the DRC, and strong capacity-building skills. Candidates should have substantial experience in working with civil society organizations and community-level structures, preferably within an NGO. Women, Congolese and African human rights advocates are strongly encouraged to apply. Candidates should be willing to relocate immediately, and commit to a 1-year contract.
